HR Payroll & Talent Acquisition Specialist

Job Summary

The HR Payroll & Talent Acquisition Specialist is responsible for timely payroll processing and recruiting top talent. Performs a variety of specialized functions and ensures timely administration, reconciliation, and compliance of all payroll functions. Also performs full-life cycle recruiting administration for all divisions of the agency.

Essential Functions

Agency specific training will be provided.

Payroll/Accounting Processing

  • Responsible for accurately processing the bi-weekly payroll using UKG Workforce Ready
  • Establish and maintain employee payroll records in UKG Workforce Ready; ensure that employee changes are entered correctly and timely
  • Serve as the primary point of contact for employees with payroll-related inquiries
  • Guarantee prompt funding of all the payroll
  • Accurate and timely completion of bi-weekly journal entries
  • Calculate and process year end payroll accruals
  • Assist with ACA annual reporting
  • Responsible for compliance, submissions of contributions, and 5500 filing for retirement plan
  • Responsible for quarterly payroll reconciliations
  • Prepare and submit year end wage department reporting
  • Process bank account reconciliation and tax payments
  • Prepare annual 1099’s
  • Payment processing to providers and independent contractors
  • Prepare documentation for annual financial and workers compensation year end audits
  • Process and complete multiple worksite reports and payments to employee benefit carriers
  • Other compliance associated with payroll as needed

 

Recruitment

  • Review and maintain current job description and ensure compliance with FLSA/EEO
  • Post vacant jobs to applicable job sites and manage LinkedIn Recruiter tool
  • Source and recruit potential candidates by managing all incoming applicants – organize applicant submissions, screen candidates, administer assessments, conduct interviews/references, and make hiring recommendations to managers
  • Coordinate with managers on upcoming hiring needs and work to develop talent pipelines
  • Cross train as needed
  • Adhere to the stated expectations of the E&O Plus Quality Management Program

Additional Responsibilities

As an HR Payroll & Talent Acquisition Specialist, major responsibilities include but are not limited to:

  • Back-up HR Generalist for on-boarding or termination process
  • Assist in leave of absence process
  • Performs other duties as assigned

Education and Experience

  • Bachelor’s Degree in business related field, required
  • 1-2 years of relevant work experience full-cycle recruiting and payroll processing, required
  • 1-2 years of experience in using UKG Workforce Ready or equivalent HRIS, required

Knowledge, Skills and Abilities

  • Strong understanding of payroll and accounting practices
  • Strong knowledge of tax laws and applicable state and federal regulations
  • Must be able to handle confidential information and interact with all levels of employees in a professional manner
  • Strong attention to detail
  • Proficiency in Microsoft Office
  • Excellent communication skills, both verbal and written
  • Good time management and organizational skills
  • Ability to prioritize and multitask effectively to meet deadlines
